| Job Description | GENERAL STATEMENT OF RESPONSIBILITIES \\In 2023, the Hampton Roads Workforce Council (HRWC) signed its first Purchase Order with national nonprofit organization BlueForge Alliance (BFA) to execute eight (8) new workforce projects designed to bolster the regional maritime labor force. The funding, which comes from the U.S. Navy/NAVSEA and its Maritime Industrial Base (MIB) office, has been allocated to HRWC to manage projects that include deliverables such as a social media and marketing campaign; the expansion of K-12 outreach; enhancing the participation of veterans, transitioning service members, and military spouses in maritime jobs; capacity-building projects at training institutions around the region; and more. Each of these projects plays a key role in the increase of Talent in the maritime industry, especially for the local Defense Industrial Base. \\With additional, similar work anticipated in the years to come, the team needs someone dedicated to the oversight of each of these Navy-sustained deliverables. This position serves as the HRWC Manager of Naval Workforce Projects and will specifically lead the projects for the HRWC Talent team. This position will serve as a point of communication for the Council and external stakeholders, manage project-related documents and goals, review invoices, monitor the quality of project outputs, and produce a number of reports to keep the Navy, BFA, and HRWC management informed of progress. Work is performed under the general supervision of the Vice President of Talent Development. \\What the Hampton Roads Workforce Council truly needs is someone who can successfully meet deadlines and milestones while being a part of a team that serves the region. The ideal candidate will take charge of disparate projects with different statements of work, deliverables, partners, and subawardees and see them through to timely, satisfactory completion; they will do this while ensuring that consistent progress as well as any barriers to success that arise are effectively communicated to stakeholders. | Key Responsibilities | ESSENTIAL JOB FUNCTIONS \• Oversee the development and implementation of each MIB/BFA project, including planning and scheduling tasks, managing resources and costs, including subawards, and ensuring that all parties involved in the projects meet their responsibilities.\• Conduct monthly reviews to ensure accountability of all project activities as well as the accurate and timely reporting of financial deliverables and obligations.\• Manage budgets and review invoices with written project narratives throughout the life cycle of the project.\• Communicate regularly with internal and external stakeholders about each project’s status via written reports and meetings.\• Ensure that each project’s progresses in accordance with its contractual obligations and complies with funder regulations and internal organizational policies.\• Coordinate with multiple HRWC department leaders to ensure each project’s activities are implemented effectively and efficiently.\• Other duties as assigned. |
