    Job DescriptionUnder general supervision, this position performs difficult asphalt work involved in street paving, roadway openings and asphalt replacement on system improvement projects. Reports to a Crew Supervisor B. There are two (2) levels of Asphalt Finisher distinguished by the level of work performed and the qualifications of the employee.
    Key ResponsibilitiesPerforms manual labor laying asphalt to patch and pave asphalt roadways throughout the Waterworks water distribution system according to Virginia Department of Transportation (VDOT) regulations; assists in setting up traffic control devices; uses a jackhammer to cut asphalt; removes soiled material from openings; tamps and compacts openings; shovels asphalt into asphalt hopper. Communicates work intentions and responds to general inquiries from citizens; completes required records, reports, forms, and work orders. Operates and performs preventative maintenance on equipment and tools as needed to include dump trucks, asphalt trailers, backhoes, rollers, and vibratory plate compactor; jackhammer, saw, tamper, lute rake and pipe wrenches. Works with other crews for cross training, routine maintenance on the distribution system, weather related emergencies, or to meet organizational demands. Performs other duties as assigned.

    Skills and ExperienceREQUIRED KNOWLEDGE \• Roadway Paving – Knowledge of the materials, compounds, operations, tools, and equipment used in laying asphalt. Knowledge of procedures, methods and techniques associated with preparing and paving pipe trenches and patching street openings. \• Safety - Thorough knowledge of occupational hazards, safety precautions, and safety regulations related to the operations, tools and equipment used in asphalt and pipeline installation including placement of traffic control devices and underground utility color codes. \REQUIRED SKILLS \• Heavy Equipment – Ability to effectively operate, inspect, and maintain assigned equipment. \• Critical Thinking – Use of logic and reasoning to understand, analyze, and evaluate complex situations and identify the best approach to complete a job. \• Interpersonal Relationships – Develops and maintains cooperative and professional relationships with employees, managers, and representatives from other departments and organizations. \REQUIRED ABILITIES \• Time Management – Ability to plan and organize daily work routine. Establishes priorities for the completion of work in accordance with sound time-management methodology. \• Communication – Ability to communicate ideas and work intentions effectively so others will understand. \EDUCATION AND EXPERIENCE \Asphalt Finisher - Requires 1-2 years of closely related asphalt paving experience or an equivalent combination of education and experience. \Asphalt Finisher, Senior - Requires 3-5 years of closely related asphalt paving experience or an equivalent combination of education and experience.\\ADDITIONAL REQUIREMENTS \Acceptable general background check to include a local and state criminal history check and a valid driver’s license with an acceptable driving record. Must obtain a Commercial Driver’s License (CDL) permit prior to employment and complete the practical portion of the CDL test within 60 days of employment. Requires satisfactory results from a medical and audio evaluation and pre-employment substance abuse testing and is subject to random alcohol and controlled substance testing.\\PHYSICAL REQUIREMENTS \• Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing to include climbing ladders. \• Some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds). \• May occasionally involve heavier objects and materials (up to 100 pounds). \\SENSORY REQUIREMENTS \• Some tasks require the ability to perceive and discriminate sounds, depth, texture, and visual cues or signals. \• Some tasks require the ability to communicate orally. ENVIRONMENTAL EXPOSURES \Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, hazardous materials, machinery, vibrations, traffic hazards, or toxic agents.
