    Job DescriptionGENERAL STATEMENT OF RESPONSIBILITIES \Under limited supervision this position is responsible for the coordination and supervision of the Building Inspection Division of Codes Compliance. Reports to the Director of Codes Compliance. \\ADDITIONAL REQUIREMENTS \Requires an acceptable general background check to include a local and state criminal history check and a valid driver’s license with an acceptable driving record. \\Requires designation as Conservator of the Peace. \\Must possess and maintain a Virginia Department of Housing and Community Development (DHCD) certification as a Building Official. \\\PHYSICAL REQUIREMENTS \Requires the ability to exert light physical effort in sedentary to light work. \Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). \Tasks may involve extended periods of time at keyboard or work station. \\SENSORY REQUIREMENTS \Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. \Some tasks require the ability to communicate orally. \\ENVIRONMENTAL EXPOSURES \Essential functions are regularly performed without exposure to adverse environmental conditions.
    Key ResponsibilitiesESSENTIAL JOB FUNCTIONS \Responsible for the overall administration and supervision of the building inspection functions in accordance with the Uniform Statewide Building Code, the State Building Code Technical Review Board and local ordinances to include prioritizing assignments, monitoring and tracking status of inspections, performance management, employee relations, records management, and related activities. Serves as a Building Official and provides training and technical expertise for inspectors on code updates and enforcement policies and procedures. \\Makes field inspections to consult with and assist contractors, builders and property owners with the most complex issues related to building codes compliance. Responsible for the issuance of construction permits, Certificates of Occupancy, notices of violations and corresponding stop work orders, and court summonses. Responsible for revoking permits and Certificates of Occupancy when applicable. \\Reviews requests for modifications and variances to the USBC. Responsible for the department’s Special Inspections Programs involving the use of external certified inspectors, laboratories and licensed engineers. \\Interprets regulations, participates in public seminars, workshops and presentations to create awareness of building codes issues and serves on a variety of boards and committees. \ \Performs other duties as assigned. \\PERFORMANCE STANDARD \Employees at all levels are expected to effectively work together to meet the needs of the community and the organization through work behaviors demonstrating the City’s Values. Employees are also expected to lead by example and demonstrate the highest level of ethics. \\REQUIRED KNOWLEDGE \Code Enforcement – Thorough knowledge of the principles and methods of enforcing municipal codes; knowledge of USBC and local laws, ordinances, and codes. Knowledge of the methods of investigation utilized in code compliance inspections; knowledge of safety, hazardous materials, and fire prevention techniques and requirements; knowledge of legal property descriptions; regulations and requirements for court evidence documentation. \\Building Trades – Thorough knowledge of modern methods, practices and techniques of general construction and commercial development to include project blueprints and technical schematics. Knowledge of the plumbing, electrical or mechanical trade, or elevator installation and maintenance. \\Supervision - Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff.

Ability to plan and organize daily work routine. Establishes priorities for the completion of work in accordance with sound time-management methodology. Performs a broad range of supervisory responsibility over others. \\Communication – Ability to communicate ideas effectively, including the preparation of reports and logs. Ability to listen and understand information and ideas presented verbally and in writing.
