    Job DescriptionThe Infrastructure Training System (ITS) Manager will play a key role in leading the Hampton Roads Workforce Council's new Infrastructure Training System. Funded by the U.S. Department of Labor, this initiative aims to develop sustainable pipelines to employment for Hampton Roads residents into local careers in the clean energy, advanced manufacturing, and information technology sectors. The ITS Manager will lead a team of workforce development professionals focused on connecting jobseekers to training resources, career support, employment opportunities, and wraparound supportive services – helping participants launch fulfilling careers in infrastructure-related fields. The ITS Manager will primarily be responsible for coordinating all project-related activities and deliverables. This includes community outreach, recruitment, participant intake, data collection and reporting, invoicing, and maintaining communications with key partners. Reports to the Director, Workforce Training Systems.\• Project Coordination: Manage and oversee various aspects of this grant-funded project to ensure it meets its objectives within the specified timeline and budget. This role requires meticulous planning and organization, including the development of detailed project plans, scheduling, and resource allocation. Effective communication is crucial to ensuring that all staff and stakeholders are informed and engaged. Monitor project progress through regular updates and reports, addressing any issues or risks that arise to keep the project on track. \• Community Outreach & Recruitment: Manage a team of career development specialists focused on community outreach and engaging with potential jobseekers across the Hampton Roads region. Coordinate staff with the Council’s Talent Development and other workforce training system programs. \• Participant Intake: Manage the enrollment and participant intake processes, ensuring that individuals are connected to appropriate training and supportive services in coordination with other departments and community partners. \Oversee the participant intake and enrollment processes, starting with the collection of information from perspective participants to assess their eligibility and overall suitability. Ensure that eligible participants are connected to appropriate training and comprehensive supportive services, in coordination with other departments and community partners.\• Data Management: Manage the participant data collection and reporting processes in accordance with all grant reporting requirements, including reporting to leadership and other stakeholders on the participant outcomes and impact of the Infrastructure Workforce Training System.\• Communication with Key Partners: Facilitate communication among external partners to ensure timely support for participants and to exchange essential programmatic data. Act as a liaison between the Council and stakeholders such as employers, training providers and community organizations. Establish and uphold effective channels to ensure that all stakeholders are informed about the Infrastructure Workforce Training System and its community impact.
    Key Responsibilities• Identify, develop, and maintain workforce development partnerships and network with other internal/ external program managers/directors;\• Oversee, track, and report program enrollment and issuance of tuition and supportive service funding in adherence with all Workforce Council policies and procedures, as well as any related federal, state, and/or local statutes and regulations \• Oversee participant intake and enrollment processes, starting with the collection of information from prospective participants to assess their eligibility and overall suitability;\• Maintain accurate records of participant information, enrollment status, and service connections, ensuring data integrity and confidentiality;\• Liaise with system partners to organize, plan, and execute workforce development events as necessary;\• Manage a team of community outreach and recruitment specialists dedicated to engaging potential jobseekers within the Hampton Roads community;\• Ensure staff adherence to grant compliance requirements through accurate and timely entry of participant information;\• Act as a liaison between the Council and stakeholders such as employers, training providers, and community organizations;\• Manage and oversee all aspects of the grant-funded project to ensure alignment with its objectives, timeline, and budget;\• Facilitate effective communication among staff and stakeholders to ensure everyone is informed and engaged;\• Deliver comprehensive reports to leadership and other stakeholders, detailing participant outcomes and the overall impact of the Infrastructure Workforce Training System;\• Continuously monitor project progress, ensuring adherence to the planned schedule and budget;\• Prepare and present reports on outreach and recruitment activities, analyzing data to measure success and identify areas for improvement;\• Prepare and deliver regular progress reports, highlighting achievements, issues, and potential risks.
